It has been over a week since the release of iOS 16.3. We expected Apple to provide the first beta of iOS 16.4 on Monday, Tuesday, or Wednesday of this week, however, this did not happen.
Tuesdays at 10:00 a.m. Pacific Time is when most betas are released, although Apple sometimes releases them on Mondays or Wednesdays. The first beta of iOS 16.4 will likely be released on Tuesday, February 7.

Web-Based Push Notifications: We expect an iOS 16 update to add web-based push notifications, which will allow websites to send notifications through Safari, similar to Macs.
New Emojis: Apple is yet to add the Unicode 15 emojis, including a pink heart, moose, blackbird, jellyfish, flute, hyacinth, ginger, goose, donkey, and more.
